On May 29, 2026, the Office of Management and Budget (OMB) published a proposed rule in the Federal Register that would make significant revisions to 2 C.F.R. Part 200, commonly known as the "Uniform Guidance," which establishes the government-wide framework for administering federal grants and other forms of federal financial assistance. The 400-plus page proposal is wide-ranging and would affect virtually every sector that receives federal funding. If finalized as proposed, the rule could have important implications for federally funded exchange programs and other grant recipients.
