The provision was included in the FY 2006 Department of Defense appropriations legislation and will apply to the previously approved Department of State budget that includes educational and cultural exchange programs.

The Alliance this fall completed visits to consular posts in Eastern Europe to discuss visa processing. We visited the following posts: Kiev, Sofia, Bucharest, Skopje, and Istanbul.
