The Alliance for International Educational and Cultural Exchange
was established in 1992 to promote federal policies that support
and advance international exchange in all its dimensions. Representing
75 U.S.-based exchange organizations, the Alliance has established
itself as the leading policy voice of the American exchange community.
The Alliance formed through a merger of two predecessor organizations:
the Liaison Group, which represented higher education associations,
and the International Exchange Association (IEA), a coalition of
citizen and youth exchange groups.
Norman Peterson, who headed the Liaison Group staff, served as
the Alliance s founding executive director. Carl Herrin, executive
director of IEA, became the Alliances deputy director.
Michael McCarry, the Alliances current executive director,
joined the Alliance in 1994, when Dr. Peterson departed for a new
position with Montana State University.
